Taconic Health Information Network and Community
(THINC) Regional Health Information Organization (RHIO) is
a not-for-profit corporation dedicated to improving the quality,
safety and efficiency of healthcare for the benefit of the
people of the Hudson Valley region of New York State. The
primary purpose of the THINC RHIO is to advance the use of
health information technology through the sponsorship
of a secure Health Information Exchange (HIE) network, the
adoption and use of interoperable Electronic Health Records
(EHRs) and the implementation of population health improvement
activities, including public health surveillance and reporting,
pay for performance, public reporting and other quality improvement
initiatives.
THINC RHIO is governed by a multi-stakeholder Board of Directors
and comprised of a broad range of stakeholders from the public
and private sectors, including physicians, hospitals, safety
net providers, payers, employers, laboratories, public health
authorities, quality organizations, state government representatives,
community business leaders, a consumer advocacy group, and
others in the healthcare industry.
Managed by a program office and five operating committees,
the THINC RHIO is developing and implementing solutions which
address the key components necessary for successful and sustainable
health IT adoption. The five operating committees are: (1)
Privacy and Consumer; (2) Security and Technology; (3) Quality
and Clinical; (4) Public Health and (5) Financial Oversight.

The THINC RHIO organizational structure also includes
an anchor partner, MedAllies, a Health Information
Service Provider (HISP). MedAllies manages all technical
aspects of the organization, including the day to
day implementation and operations on behalf of and
under the direction of THINC RHIO.
